- Analysis of the 1998 Character Statement, considering its sucesses and its failures
- Political, Environmental, Socilogical, Technological, Leglative and Environmental (PESTLE) Analysis
- Strengths, Weaknesses, Oppurtunitys and Threat (SWOT) Analysis for each sub-group
- Prioritisation of proposals using a Must Have, Should Have, Could Have, Won't Have (MoSCoW) Analysis
- Analysis of the Census Data
